E-Money |
Circular No. 11/11/DASP Concerning Electronic Money was enacted in 2009. BI relatively advanced in approach & Indonesia among few countries permitting nonbanks to issue e-money. New regs allow non-banks. Non banks can issue emoney but only for payment purposes. If they want to offer person-to-person services, they need a remittance license and eligibility requirements are currently an (unintended) barrier to entry. BI needs to define eligibility in simpler ways. Also, the regulatory framework should allow e-money providers to use networks of agents to offer and maintain their products. Furthermore, KYC regulations should allow agents to sign-up new customers, at least those below a relatively low threshold. MNOs will find it difficult to leverage distn network as each must apply for license. Can open account but remote opening difficult. No uniform national identity system. CDD regulation requires upfront identification (verified only with the widely available identity card, such as KTP, driver’s license, or passport). KYC Regs limit what non-bank like Axis can do to acquire customers. Upgrade to Bronze |
Money Transfer |
According to Doc 5 only bank allowed. However BBRegs claim MNO has got money transfer license. Perhaps only DMT. Only domestic banks allowed to partner with money transfer companies. |
