Key Regulations |
Limited scope banks and MNOs are able to manage accounts on behalf of banks. Since 2009 there are rules in place for "mobile bank accounts" that can receive deposits worth up to 2,000 inflation-indexed UDIs - currently about 8,500 pesos ($646) - each month. With these accounts, consumers can use mobile phones to pay for items at a convenience stores, or transfer money between accounts through mobile payments. Wireless carriers are permitted to act as banking agents. Since mid-2011 levels of accounts have been defined with regulations attached, to create an enabling regulatory environment for branchless banking. |

Non banks are currently not allowed to issue e-money but recent regulation allows non-banks to become licensed as niche banks.
